"desirous of affording every facility to merchant vessels who
"may find it convenient to load and discharge in that locality,
"we see no objection to their taking advantage of it when
"available it being understood that they are to shift berth
"when directed to do so by the Senior Naval Officer".
4.- From this it is evident, not only that exclusive
right of anchorage in a certain part of the harbour was conceded to the Naval Service, but also that on making conditional concessions to merchant vessels without prejudice to naval rights, the then Commander-in-Chief was actuated by a courteous desire to help them and had no intention whatever of abandoning these rights or sanctioning any infringement of them. The
matter is additionally important because, actuated also by a desire to show courtesy to merchant vessels, I have permitted them, whenever it can be done without inconvenience to H.M. service, to anchor inside the Man-of-War anchorage of Weihaiwei.
5.- I append extracts from other Government Notices of
1860 and 1882 showing that the appointment of an anchorage for man of war to the exclusion of other vessels, except by permission of a naval authority, was from time to time officially
thereby made known and confirmed.
